Who is going to pay to keep the server running the guy has to pay for all of that out of pocket! The guy/people who develop unofficial multiplayer for games who don't support multiplayer don't get paid either! What's the incentive to keep a multiplayer portion running for months down the road? Whoever downloads and plays the multiplayer is certainly not going to donate money to support the guy who made it because the player never thinks about that part.
It's currently in development, but is going to support the following: Dedicated server, MasterServer and client including a server browser. Support for multiplayer is crazy hard for a developer who has proper funding and whatnot, let alone for some guy in a house somewhere who has to work a day job and where his actual job is NOT game development. Vault-Tec Multiplayer Mod ('VaultMP') is a multiplayer mod for the PC versions of Bethesda's award-winning role-playing games Fallout 3 andFallout: New Vegas. You said it yourself, "I've only found one so far, but it dropped support for NV in may." That should tell you why you haven't found any. You do realize what you're asking for, right? It's literally impossible to not only develop a multiplayer portion for a game that doesn't support it AND keep the multiplayer portion alive and well for months down the road.
